New York senator David Carlucci has proposed a new piece of legislation that will provide companies with incentives to hire veterans. New City Patch reports that the bill would offer tax breaks to companies for each veteran that they hire. Only veterans who returned after September 11th, 2001 are eligible for the program, and they must have been unemployed for six months or longer. With current veteran unemployment rates higher than average in many areas and as more service members return home from the conflicts in Iraq and Afghanistan, Carlucci says that, “we’ve got to be leaders on this issue.”
A similar bill was introduced over a year ago and subsequently struck down, but Carlucci remains positive about the new proposition. After one year of employing a post 9/11 veteran, companies will be able to claim a tax credit worth ten percent of the veteran’s income. Companies can claim up to $10,000 for non service-disabled veterans, while service-disabled veterans can be claimed for up to $15,000. “That money could be used towards training,” said Carlucci.
At least two veterans have expressed positivity about the proposed program. Norm Cotrill, a Gulf War veteran, studying at Rockland Community College said that he felt like the bill would improve his future, and that it would be an achievement to secure a job soon after graduating. Philip Holder, a former Navy SEAL of Haverstraw studying nursing at Rockland BOCES, claims that if the new bill was passed, even his recently started nursing service would benefit.
